“Tree Otter’s” effect targets the monster that gets the ATK increase.^[1]

OCG Rulings

This effect targets one face-up monster on your field.^[2]

When resolving the effect of "Tree Otter", if there are no longer any Beast-Type monsters other than "Tree Otter", then you do not increase the ATK of the selected monster by 1000.^[3]
