OCG Rulings
- Tributing two non-Token Normal Monsters is an activation cost.[1]
- You cannot activate the card "Tyrant's Throes" during the Damage Step.[1]
- If "Tyrant's Throes" is already face-up on the field, then you apply its effect during the Damage Step.[1]
