You can only send the Synchro Materials from your field. "Urgent Tuning" has you perform a Synchro Summon, and the Synchro Summon is EXACTLY as it would normally be, except that it occurs during the Battle Phase. For a normal Synchro Summon, you can only send the Synchro Materials from the field, so for "Urgent Tuning" you can only send the Synchro Materials from the field.
