I was wondering if during battle I attack with a blackwing monster and ask my opponent if they have any response to which they reply no, and then discard a kalut during the damage step can they still chain waboku during damage calculation to prevent battle damage and save their monster?

No. "Waboku" cannot be activated during the Damage Step.
