The Editor-in-Chief of Frog and Pigeon's news network (known as the Bureau Chief in the Japanese version) is an avatar character appearing in the Yu-Gi-Oh! VRAINS anime. He accompanies Frog and Pigeon throughout their adventures to keep an eye on them, never revealing his presence.

The Editor-in-Chief's usual avatar is a small sky blue tadpole that sits on Frog's head. His true Avatar is a blue anthropomorphic frog similar to Frog himself, but larger and with a large grey moustache.

The Editor-in-Chief accompanied Frog and Pigeon throughout their efforts to get scoops on Playmaker, never revealing his presence and presumably sharing their fate of having his data erased when they were caught in a Data Storm during Playmaker's final Duel with Bohman.[1][2] The Editor-in-Chief was restored alongside Frog and Pigeon after Playmaker defeated Bohman.[3]

Frog and Pigeon's camera had footage of the final Duel left in it by Bohman despite them missing the end of the Duel, footage Frog suspected had been left behind by Bohman to ensure he was remembered and that he believed would allow him to become the new Editor-in-Chief. Incensed that Frog was aiming for his job, the Editor-in-Chief revealed himself and declared that Frog and Pigeon would be getting no bonuses, though he misstated Pigeon's real name.[1]

Three months after the end of the series, the Editor-in-Chief continued to openly accompany Frog and Pigeon in hunting for scoops, and they ended up being chased by hercules beetles in a desert world, though the Editor-in-Chief was unconcerned for their safety and ordered his subordinates to look for more scoops. They were rescued by Ghost Gal and The Shepherd.
