Forum:"Designates" vs. "Targets"

The wording on Blue-Eyes Shining Dragon specifically states "You can negate the effect of Spell, Trap and Monster cards that designate this card." Is there any reason why the card uses the word "designate" instead of "target"? does the word usage have any bearing on rulings? My friend made the case that cards that "designate" a monster, such as Hammer Shot and Fissure can be negated by Shining Dragon. I believe that "designate" just means "target;" however, I do agree that it's strange to use different wording on the card. Neither of us are butting heads over this, but we're curious. What do you guys think?
