If I summon or flip summon swarm of locusts, and my opponent activates trap hole, can I call priority and place it face down?

If I use diamond dudes effect, discarding lightning vortex and than using it on my next turn, can prime material dragon negate it?

when you normal, special summon "Swarm of Locusts" you can call priority and use his ignition effect before your opponent activates his "Trap Hole". But when you flip summon it, then his mandatory effect activates and becomes chain link 1 and priority passes to your opponent to activate his "Trap Hole".

"Prime Material Dragon" negates the activation of a card's effect not the activation of a card. Yes you can negate "Lightning Vortex"s effect when it is activated by the effect of "Destiny Hero - Diamond Dude" because "Destiny Hero - Diamond Dude"s effect says "activate its effect" and not "activate the card". 1) If you Normal Summon "Swarm of Locusts", you can use Priority to activate his effect. The opponent will then chain to it with "Trap Hole", and it would resolve backwards: "Trap Hole" would destroy "Swarm of Locusts" would flip itself face-down do nothing, since it's destroyed.

2) The OCG's Semi-Official Rulings conflict with the TCG ones. In the OCG, you cannot use "Prime Material Dragon"'s effect against already-face-up Spell/Trap Cards (like "Blaze Accelerator"), which means that in your situation, "Prime Material Dragon" wouldn't be able to negate "Lightning Vortex". (Both situations involve activating the effect of a Spell Card.)
