Here is why:
A Terrible Deal = (from opponents perspective) discarding 3 cards from the hand upon normal summon of Rasca by 3 Mystical Shine Balls return to the deck.(ss-ed per AOCV)
A Teriffic Exchange = (from Rascas perspective) returning 3 Mystical Shine Balls to the deck to discard 3 cards from opponents hand.(ss-ed per AOCV)
