How would the effects resolve, This is how I interpret it, Oblisk Cannot be targeted by CDI first ability, so it would be

OBLISK(When Normal Summoned, cards and effects cannot be activated. Cannot be targeted by Spells, Traps, or card effects.) VS CDI(You can target 1 face-up Attack Position monster on the field; attach it to this card as a face-up Xyz Material.)

which means CDI could not use its first effect against oblisk, because its is trying to target it. but if Oblisk used his first ability, could CDI counter it with its second? which reads,

CDI(Once per turn, during either player's turn, when a card or effect is activated: You can detach 1 Xyz Material from this card; negate the activation, and if you do, destroy it.) In the text for CDI it does not mention targeting, just negate the activation and thus destroying it.

The "When Normal Summoned, cards and effects cannot be activated." and "Cannot be targeted by Spells, Traps, or card effects." effects of "Obelisk the Tormentor" are both Continuous Effects; which means they do not activate (they don't start a Chain). Therefore, the "Once per turn, during either player's turn, when a card or effect is activated: You can detach 1 Xyz Material from this card; negate the activation, and if you do, destroy it." effect of "Cyber Dragon Infinity" can't be activated, since those effects of "Obelisk" didn't activate.
Also, since "Obelisk" can't be targeted, "Infinity" won't be able to activate its "Once per turn: You can target 1 face-up Attack Position monster on the field; attach it to this card as a face-up Xyz Material.", since it requires "Infinity" to target "Obelisk".
However, if any of the "Once per turn, during the End Phase, if this card was Special Summoned: Send it to the Graveyard." or "You can Tribute 2 monsters; destroy all monsters your opponent controls." effects of "Obelisk" is activated; the "Infinity" can Chain its "Once per turn, during either player's turn, when a card or effect is activated: You can detach 1 Xyz Material from this card; negate the activation, and if you do, destroy it.", because this effect does not target. Please check the Activation page. Let me try to give you a simple example: Imagine, during your Main Phase, you flip "Spiritual Swords of Revealing Light" face-up; you activated the card, even though you can't use its effect (since the timing is not correct, but since it's a Continuous Trap Card with no activation requirements, you can flip it whenever you want). When your opponent declares an attack, you can activate the "Once per attack, when an opponent's monster declares an attack: You can pay 1000 LP; negate that attack." effect. At this time you're activating an effect (you're not activating the card). If you only flip it face-up when your opponent declares an attack; you can then decide if you activate the effect of it on the same Chain link. If so, you're activating both the card and its effect.
