Forum:Forbidden chalice Q

In the rulings for forbidden chalice, it states that GB monsters won't be able to "tag out"(being how that is a cost effect)unlike skill drain. What if I used it on Stardust Dragon? Will it be able activate it's effect? Also, how is Skill Drain and Chalice's negating effect so different when the text is pretty much the same? ＣＨＲＩＳ
