i don't know how to use it properly

i just want to ask. do you guys know how to use Forbidden Garment properly ? and can i use it to against such as dimensional prison or even the infamous effect veiler ? if can or can't please tell the rulings or the description how it happen to me.... "Forbidden Garment" works similarly to "Safe Zone", so the Ruling pages for Safe Zone would help you here. To answer your direct question, a monster that is being affected by Forbidden Garment cannot have Dimensional Prison or Effect Veiler used against it, as it cannot be targeted. However, if Dimensional Prison or Effect Veiler are activated and Forbidden Garment is Chained, Dimensional Prison/Effect Veiler will still resolve normally, as they have already been targeted prior to the activation of Forbidden Garment. On the other hand, note that Chaining Forbidden Garment to a destruction targetting effect such as Sakuretsu Armor or Raigeki Break will work, as the monster affected by Forbidden Garment cannot be destroyed in addition to being unable to be targeted. then all my hopes relies to understand properly of the so called priority since if i'm not mistaken the changed rules of priority is only about ignition effect. simply said, when i summon a monster can i immediate chain garment to that monster before enemy use veiler ?
