Can I activate my face-down Royal Oppression in response to special summon of Judgment Dragon? or I should activate it before JD was summoned?

- Pardon? I'm not sure what you exactly mean.
- You can activate (flip face-up) "Royal Oppression" at any time, including in response to the Summon of "Judgment Dragon". You cannot activate the Summon-negating effect at this time, since there is no Special Summon occurring and no effect which Special Summons has been activated.
- You can only use the effect of "Royal Oppression" to negate the Special Summon of "Judgment Dragon". You cannot use it to negate the effect of "Judgment Dragon" which destroys all other cards on the field, and you cannot use it to negate the effect of "Judgment Dragon" which sends cards to the Graveyard during the End Phase.
- If the video games allow you to do otherwise, then the games are incorrect - the ruling was reversed recently, and the video games haven't been updated.
