Yep, you can make a comment in HTML (and by extension wikimarkup) with - simply put the comment between the tags, and it gets ignored by the parser and by browsers. If you're curious, comments in CSS and JS work slightly differently: you use /* */ to denote a comment in CSS, and in JS you can use // for a single-line comment (browsers ignore everything from the slashes to the end of the line), or /* */ for a multi-line comment.
