With Chimeratech Overdragon banned, Future Fusion loses its mass dump/OTK power, and with Mystical Space Typhoon at 3, it's even less likely to actually Fusion Summon the Fusion Monster than ever. Torrential Tribute's activation requirement forces you to either waste a summon/monster or to give your opponent to Special Summon a new monster (and therefore attack you directly), unlike Dark Hole, and it also helps to combat overextending without murdering all forms of aggro.
