OCG Rulings

  • "Cannot be Special Summoned from the GY the turn it is sent there" is not treated as an effect.[1]
  • The effect "If this card is Special Summoned from the GY: You can draw 2 cards" is a Trigger Effect. (It does not target.)[1]
  • The effect "You can draw 2 cards" cannot be activated if you have 1 or less cards in your Deck.[1]

Q&A Rulings

A: "Destiny HERO - Disk Commander" is a monster that cannot be Special Summoned from the GY during the turn it was sent there. In this scenario, neither you nor your opponent can Special Summon a "Destiny HERO - Disk Commander" from the GY during the turn it was sent there. Therefore, you cannot target it with "Monster Reborn".[2]
A: As in this scenario, if a banished "Destiny HERO - Disk Commander" is returned to the GY by the effect of "Burial from a Different Dimension", it is not treated as a monster that was sent to the GY that turn. Therefore, during that turn, you may Special Summon it from the GY with the effect of "Monster Reborn".[3]
A: The effect of "Destiny HERO - Disk Commander" is one that each player can only use once per Duel. Even if you Special Summoned your opponent's "Destiny HERO - Disk Commander" and use its effect, your opponent can still use the effect once during the same Duel.[4]
