A: The effects of "Phantom Knights' Fog Blade" that prevent the targeted monster from attacking and that negates its effects affect the targeted monster. Since "Elemental HERO Wildheart" is unaffected by Trap Cards, it is not affected by those effects, but the effect that prevents it from being targeted for attacks is applied normally.[1]
A: The effect of "Phantom Knights' Fog Blade" that prevents the monster from being targeted for attacks is an effect that affects other monsters than the targeted monsters. In the proposed scenario, since the opponent's "Odd-Eyes Pendulum Dragon" is unaffected by Trap Cards by the effect of "Forbidden Lance", it is not affected by the effect of "Phantom Knights' Fog Blade" that prevents it from targeting "The Phantom Knights of Broken Sword" for an attack, so "The Phantom Knights of Broken Sword" can be targeted for an attack.[2]
