My opponent has a face down return from the different dimension and one monster. I have a face down torrential tribute and a face up monster. If he activates heavy storm and then chains his return from the different dimension would his monsters special summoning start a nw chain enabling me to activate my torrential before it is destroyed or can I activate it as his effect is resolving or can I activate it at all before it is destroyed?

Chain 1: Heavy Storm
Chain 2: Return from the Different Dimension
Your opponent hasn't summoned so you can't chain Torrential Tribute
Chain Resolves:
Chain 2: Opponent Summons with Return from the Different Dimension
Chain 1: Chain 1: Heavy Storm
