Yes. Those are monster effects which activate and start a Chain, so "Light and Darkness Dragon" will negate them.

• LADD will negate any effect that start a chain (with equal or lower spell speed). Blackwing - Kalut the Moon Shadow, Bottomless Trap Hole, Compulsory Evacuation Device, start a chain so LADD should be able to negate their activations. Special summoning REDMD, or the continuous effect of a Continuous Spell or Trap card, do not start a chain, so LADD cannot negate them. ATEMVEGETA (Talk) 06:44, 10 August 2009 (UTC)

Also, "Light and Darkness Dragon" can only negate the activation of a Spell/Trap Card (that is, when you play the card from your hand, or have it Set on the field and flip it face-up); it cannot negate the activation of the effect of a Spell/Trap Card.

When you first play "Lighten the Load" from your hand, you are activating the card, so "Light and Darkness Dragon" will negate it. When you use its effect to return a monster to your Deck, you are activating the card's effect, so "Light and Darkness Dragon" cannot negate it.
