I actually think that Junk Warrior's Effect would chain first. Synchro Fusionist's Effect is an Optional "If" Trigger Effect that never misses the timing ("When" Trigger Effects, on the other hand do miss the timing, as the word "when" refers to a specific time; the word "if" does not, implying that "If" Effects do not care about timing, which would explain why they wouldn't "miss the timing" and can wait until the end of a chain or effect resolution to activate (as they technically wouldn't have a timing); in contrast, "When" Mandatory effects, while they wouldn't miss the timing, contain "when" in the card text, which means that they would still care about timing, and would have to activate in the order their respective conditions were met). Because of the lack of a timing specification, an "If" effect would not have to follow the TCG SEGOC rule. So Synchro Fusionist's effect would not chain first. Junk Warrior's mandatory effect would bump Fusionist's in the chain and become Chain Link 1, and Fusionist's could (because it's optional) become Chain Link 2.
Or at least that's my interpretation.
PS: This explanation also avoids the conflict between SEGOC#TCG and SEGOC#Order while remaining consistent with the other game mechanics.
