If I tributed my goblin zombie for ciaus the shadow monarch, can my opponent divine wrath whichever effect he wants to?

1) Both effects activate simultaneously, so they form a Chain according to SEGOC. Regardless, "Divine Wrath" can only negate the effect placed directly beneath it in the Chain, so it can only negate the effect that is Chain Link 2.
In the TCG, "Goblin Zombie" will be Chain Link 1, and "Caius the Shadow Monarch" will be Chain Link 2. The opponent can only use "Divine Wrath" to negate "Caius the Shadow Monarch".
In the OCG, the player controls both effects, so he chooses which is Chain Link 1 and which is Chain Link 2. After he decides, the opponent can only use "Divine Wrath" to negate the effect placed on Chain Link 2.
2) Basically, the Turn Player can "tag-out" all his "Gladiator Beast" monsters before the opponent can. Remember that the effects all activate in separate Chains.
Upon entering the End Step, the Turn Player has Priority to activate an effect first; or, he can pass. He can activate the effect of one of his "Gladiator Beast" monsters here, before the opponent can do anything. After the effect resolves and after players respond to it, the Turn Player again has Priority to activate an effect, so he may activate the effect of another one of his "Gladiator Beast" monsters. This continues until the Turn Player passes, or until the Turn Player runs out of effects to activate (and must pass). The opponent can only activate the effect of his "Gladiator Beast" monsters once the Turn Player passes.
