We all know that cards like "Chaos Sorcerer" whose effect comes with a restriction such as "This card cannot attack during the turn this effect is activated" cannot attack first, then use that effect. We also know that cards like "Bahamut Shark" which state "for the rest of the turn" are not under the same restriction. But which of these categories is "Vulcan the Divine" in? From its wording, I would assume the first, however I have seen people several times use its effect on itself, which shouldn't be possible in that case. Can anyone help me out here?
