These cards must be discarded and sent to the Graveyard for their effects to activate, so does that mean if Macros Cosmos or Dimensional Fissure prevents you from pulling The Sanctuary in the Sky or Valhalla, Hall of the Fallen?

no u dont because while macros cosmos or dimensional fissure is in play any card that goes to the graveyard bypasses it. that means it doesnt touch the graveyard at all.
yes it prevent s u from getting valhalla and sancutary because the effect of those cards bypass the graveyard it never touches the graveyard at all
