I suggest putting the entire flipping face-up section into before damage calculation as bullet points, similar to how there were bullets during damage calculation that describes performing damage calculation, and at the end of the Damage Step when monsters are sent to the Graveyard by battle. :True, it technically falls under the ''before damage calculation'' part of the Damage Step. But it has enough detail to merit its own section, as seen in one version of [https://www.etcg.de/forum/index.php/Thread/365346-New-Offiziell-Damage-Step-Charts-24-01-09-Version-3/ UDE's Damage Step chart]. If possible, I would label it as a sub-section underneath "Before damage calculation", like so:

The four citations used to justify allowing monster effects that only "negate card /effect activations" to activate during the damage step are invalid. This supposed ruling is not mentioned in Version 9.0 of the TCG Rulebook & is not mentioned as a rule in the Damage Step chart made available on the Yu-Gi-Oh! Official website. (I have not seen this "rule" displayed in previous versions of the Rulebook either.) A proper citation is needed to endorse this "rule". (I attempted to remove it, but my action was "Undo"ne.)
 
 
 
-Two of the citations are from before PSCT was implemented in 2012. Two of them are for specific cards that have since been reprinted with new erratas.
 
 
-The third citation leads to an extremely long list of rulings published  by Upperdeck in 2011. (Upperdeck rulings are now considered unofficial sources.)
 
 
-The fourth citation is from "The Perfect Rulebook 2017". The Perfect Rulebook is published by Shuiesha in Japan, a company that publishes VJUMP. I'm not sure if it qualifies as an official source. Even if it is an official source, The Perfect Rulebook has not been printed for English-speaking TCG players.
