Legitimacy of anime effect

Not calling anyone out on this but is this card's anime effect really for real? Of course im talking about that part where it says that until the BATTLE PHASE is over, no spell/traps can be activated. Im iffy about that being true of course because of episode's 36 outcome. You'd think that Sora would most certainly activate that part of Mad Chimera's effect to seal off Shun's revolution rank up card and possibly win the duel. But because it never seemed to cross Sora's mind and he never stated it having that ability. It feels like that last part came outta nowhere. Again, i know you guys are pretty reliable but just to be sure. Is that effect really legit? If so how do they explain that duel? lol. The real life effect of this card feels like exactly how Mad Chimera acted in the anime. No spell/traps until the damage step not the battle phase.
