Hand Limitation

    • Well reading various forums online most believe it to be an effect not a cost. Wording in Yu-gi-oh! is pretty bad...

cyber valley/ vortex trooper combo

can you use cyber valley's effect on vortex trooper to activate vortex trooper's effect to draw 1 card?
