Battle City Thoughts: This could have been as badass like the music theme but sadly Konami got lazy and made this suck. Could have reprinted Ra's Disciple and all god cards, as well as that Dark Magician/Red-Eyes Support. Maybe a couple new cards besides Juragedo/ Ra's Sphere Mode like Card of Demise.
Card Advantage/New Rule Idea:
There is so much card advantage in the game, it is easier to just semi-restrict everything except for normal monsters (and cards that combo by themselves in 3's like Thunder Dragon, Disciple of the Forbidden Spell but not Toon Table of Contents due to new toon support), ban the overpowered stuff, and restrict things that can be reused like Tenki (Call of the Haunted can't be used the same turn so it is fair. This recycling is like drawing 3 more cards per game Vulcan the Divine or Blackwing - Zephyros the Elite makes Rekindling suck by comparison). The extra deck should be restricted too, with a 30 card limit given things like utopia and heroes which have a ton of situational stuff (or stacking as Utopia and Lightrays go). This removes a lot of autopilot (or search to search) cards that automatically win games without any balanced strategy; note that this is in addition to Konami's TCG/OCG ban list.
Point System:
A point system (3 points max here may be a good idea to slow down banworthy cards/combos from repeating) to restrict things while remembering what the actual game doesn't allow. This also helps bring up the discussion of card theory. Another fun idea is to mimic Duelist Kingdom in a way and have a bad continuous card or 2 for custom rules until destroyed when the duel starts, like Convulsion of Nature or Card Shuffle.

Dragon Ruler monsters (without abusive combos like Gold Sarcophagus or Sacred Sword of Seven Stars, 1 is not so bad).
