  • "Cannot be Normal Summon/Set. Must be either Pendulum Summoned from the hand, or Special Summoned (from your hand) by Tributing 3 Dragon monsters (1 Fusion, 1 Synchro, and 1 Xyz)." is not treated as an effect. It is the procedure to properly Special Summon this Nomi monster. (To Special Summon this card, you can Pendulum Summon it from the hand, or Special Summon it from the hand by Tributing 1 Dragon Fusion Monster, 1 Dragon Synchro Monster and 1 Dragon Xyz Monster you control, for a total of 3 Tributes. Neither method starts a Chain Link.)[1]

A: Odd-Eyes Pendulum Dragon is a monster that cannot be Special Summoned, except by Pendulum Summon from the hand or by its own procedure of Tributing 1 Dragon-Type Fusion, Synchro, and Xyz Monster, so it cannot be targeted with the effect of "Pendulum Switch" that Special Summons a Pendulum Monster from the Pendulum Zone. Also, an "Odd-Eyes Revolution Dragon" in the Monster Zone can be targeted with the effect of "Pendulum Switch" that places a Pendulum Monster in the Pendulum Zone.[2]
  • Q: Can the monster effect of "Odd-Eyes Revolution Dragon" that shuffles all other cards on the field and in the Graveyards into the Deck be activated if either player does not have at least 1 card on their field or in their Graveyard?
A: The monster effect of "Odd-Eyes Revolution Dragon" can be activated if at least 1 other card exists on either side of the field or in either Graveyard, even if there are no cards in some of those locations.
