Mentions in Other Rulings

• Gale Dogra: You cannot Special Summon a monster sent from the Extra Deck to your Graveyard with cards like "Monster Reborn," "The Shallow Grave," or "Call of the Haunted."

• Scary Moth: If you activate “Monster Reborn” while “Scary Moth” and “Black Garden” are face-up on your side of the field, you will be able to Special Summon a monster with “Monster Reborn.” The effect of “Black Garden” will activate, but will be unable to Special Summon a “Rose Token.” The effect to halve the ATK of the monster will be applied.

• Scary Moth: If “Scary Moth” is face-up on the field, you can activate “Monster Reborn” and Chain to it with “Call of the Haunted,” but only “Call of the Haunted” will Special Summon a monster.

• Shiny Black "C": If “Remove Brainwashing” is active and you Special Summon your opponent’s Synchro Monster with “Monster Reborn,” control of the monster is immediately shifted back to your opponent and the monster is treated as being Special Summoned on your opponent’s side of the field, so you can activate the effect of “Shiny Black C.” [sic]

Judge Program Forum Rulings

• When activating "Monster Reborn", you activate the card and choose a target, then Priority is passed to the opponent.

• Blue Rose Dragon: If the "Black Rose Dragon" was not properly Synchro Summoned initially, you will not be able to Special Summon it with the effect of "Blue Rose Dragon".
  • Example: If the Synchro Summon of "Black Rose Dragon" was negated by "Solemn Judgment", it cannot be Special Summoned from the Graveyard with cards like "Monster Reborn", "Blue Rose Dragon", and "Call of the Haunted".

• Scrap Dragon: In order for the 2nd effect of "Scrap Dragon" to activate, you must be both the owner and controller of the card when it is sent to the Graveyard.
  • Example: If Player A has a "Scrap Dragon" in their Graveyard and Player B Special Summons it to their side of the field with an effect like "Monster Reborn". If "Scrap Dragon" is destroyed by a Player B's effect (like "Dark Hole", "Torrential Tribute", etc), then since Player B is not the owner of "Scrap Dragon", neither player will be able to activate the effect of "Scrap Dragon" when it is sent to the Graveyard.

OCG Rulings

Versus Normal Summon Monsters

• Archlord Kristya: "Archlord Kristya" is a Normal Summon Monster. It may be Tribute Summoned and Tribute Set. It may be Special Summoned from the Graveyard with "Monster Reborn" etc even if it was sent directly to the Graveyard from the hand or Deck.

Versus Nomi Monsters

• Dark Armed Dragon: A monster like "Dark Armed Dragon" or "Judgment Dragon" cannot be Special Summoned, except by the method stated in its text. It cannot be Special Summoned by effects like "Monster Reborn", even if it was properly Special Summoned beforehand. Also, you cannot Special Summon "Dark Armed Dragon" from the Graveyard even if there are exactly three DARK monsters in the Graveyard.

• Darkness Neosphere: "Darkness Neosphere" can only be Special Summoned by the method written on the card. It cannot be Special Summoned from the Graveyard by an effect like "Monster Reborn".

• Judgment Dragon: See above; listed under "Dark Armed Dragon".

• Malefic Truth Dragon: "Malefic Truth Dragon" cannot be Special Summoned from the Graveyard by an effect like "Monster Reborn", even if "Malefic Truth Dragon" was Special Summoned by its effect before being sent to the Graveyard.

• Supersonic Skull Flame: "Supersonic Skull Flame" can be Special Summoned from the Graveyard by an effect like "Monster Reborn" only if "Supersonic Skull Flame" was properly Special Summoned beforehand.

Versus Special Summon-only Monsters

• Fusion Monsters are Special Summon monsters, so they can be Special Summoned from the Graveyard by effects like "Monster Reborn" only if they were Special Summoned by the correct procedure at one time, and then sent to the Graveyard. Suppose an effect like that of "Gale Dogra" sends a Fusion Monster directly to the Graveyard, or an effect like that of "Cyber-Stein" Special Summons the monster without Fusion Summoning. Then "Monster Reborn" cannot Special Summon that Fusion Monster from the Graveyard, since it was not properly Special Summoned to the field.

• Backup Warrior: After "Backup Warrior" was Special Summoned properly as per its text, then after "Backup Warrior" is sent to the Graveyard from the field you may Special Summoned "Backup Warrior" from the Graveyard by effects like "Monster Reborn" or "Call of the Haunted". This is allowed even if the only monsters you control are not two Defense Position monsters. Also, you cannot Synchro Summon during the turn in which "Backup Warrior" is Special Summoned from the Graveyard.

• Blackwing - Vayu the Emblem of Honor: The Special Summoned of a Synchro Monster by "Blackwing - Vayu the Emblem of Honor" is not treated as a Synchro Summon. The Synchro Monster is not considered to be properly Special Summoned, so it cannot be Special Summoned from the Graveyard by an effect like "Monster Reborn".

• Dragon Queen of Tragic Endings: "Dragon Queen of Tragic Endings" can be Special Summoned from the Graveyard by effects like "Call of the Haunted" and "Monster Reborn", but only if "Dragon Queen of Tragic Endings" was Special Summoned properly as per its text. This is possible even if you do not have three or more Continuous Spell Cards on your side of the field.

• Gale Dogra: You cannot use an effect like "Monster Reborn" to Special Summon a Fusion Monster which was sent to the Graveyard by the effect of "Gale Dogra".

• Kagetokage: If this card is successfully Special Summoned first through the correct procedure, then it can be Special Summoned by the effect of "Monster Reborn" (etc).

• Orichalcos Shunoros: If "Orichalcos Shunoros" is sent to the Graveyard after it is Special Summoned, then it may be Special Summoned from the Graveyard by effects like "Monster Reborn".

• Relinquished: When Fusion Summoning "Thousand-Eyes Restrict", you can use a "Relinquished" in your hand as a Fusion Material Monster. However, the "Relinquished" cannot be Special Summoned from the Graveyard by "Monster Reborn", etc.

In Other Rulings

• Black Horn of Heaven: The effects of "Thunder King Rai-Oh", "Black Horn of Heaven", "Solemn Judgment", and similar cards cannot negate a Special Summon by another card effect.
  • Example: Cards like "Thunder King Rai-Oh" cannot negate the Special Summon by the effects of "Monster Reborn" or "Polymerization". However, "Solemn Judgment" can also negate the activation of a Spell/Trap Card, so it can negate the activation of "Monster Reborn" or "Polymerization" itself.

• Bottomless Trap Hole: "Bottomless Trap Hole" only destroys and removes from play the monster(s) whose Summon(s) provided the correct timing for "Bottomless Trap Hole" to be activated.
  • Example: "Monster Reborn" is activated and targets "Dark Magician" (2500 ATK). "Birthright" is chained and targets "Blue-Eyes White Dragon" (3000 ATK). "Birthright" resolves first and Special Summons "Blue-Eyes White Dragon", and then "Dark Magician" is Special Summoned as Chain Link 1. If "Bottomless Trap Hole" is activated, then only "Dark Magician" is destroyed and removed from play because its Summon allowed "Bottomless Trap Hole to be activated.

• Calming Magic: After the effect of "Calming Magic" has resolved, players cannot Special Summon monsters and cannot choose to activate effects which Special Summon monsters.
  • Neither player can activate effects like those of "Gorz the Emissary of Darkness", "Monster Reborn", "Embodiment of Apophis", etc.

• Card of Safe Return: If a monster is Special Summoned in the middle of resolving a Chain, you cannot activate the effect of "Card of Safe Return". "Card of Safe Return" has an optional effect that you can activate at the time of "when a monster is successfully Special Summoned from your Graveyard".
  • Example: You activate "Monster Reborn" and then chain "Call of the Haunted". You cannot activate the effect of "Card of Safe Return" when "Call of the Haunted" Special Summons a monster as Chain Link 2. After "Monster Reborn" resolves and Special Summons a monster as Chain Link 1, you can activate the effect of "Card of Safe Return" and draw 1 card.

• De-Fusion: If "De-Fusion" targets a Fusion Monster that was Special Summoned from the Graveyard by a card like "Monster Reborn", then the Fusion Monster is returned to the Extra Deck, but you do not Special Summon the Fusion Material Monsters from your Graveyard.

• Evolzar Laggia: The effect of "Evolzar Laggia" can only negate Special Summons which do not start Chain Links.
  • You cannot negate Special Summons that occur during the resolution of an effect, such as "Monster Reborn" or "Call of the Haunted". However, you can use the effect of "Evolzar Laggia" to negate the activation of cards like these.

• Gemini monster: After a Gemini Monster is Special Summoned by an effect like "Monster Reborn" and then is Normal Summoned a second time, the Gemini Monster is still considered to have been Special Summoned. Thus, the effect of "Koa'ki Meiru Tornado" will still destroy the Gemini Monster.

• Helpoemer: You cannot activate a card like "Monster Reborn" by targeting "Helpoemer".

• Necrovalley: The effect "cannot be affected by card effects" refers to the effects of Spell, Trap and Effect Monster effects, like "Monster Reborn", "Call of the Haunted", etc.

• Necrovalley: As long as this card is face-up on the field the activated effects of "Monster Reborn", ect, are negated.

• Phantom Dragon: You cannot Normal Summon or Flip Summon if you do not have two Monster Card Zones to make unusable when playing "Phantom Dragon". Similarly, under the same circumstances, you cannot select "Phantom Dragon" as a target of "Monster Reborn".

• Ruler's Penetrating Gaze: You cannot activate this card against the Special Summon caused by effects like "Monster Reborn". However, you can negate the activation of "Monster Reborn" itself.

• Shiny Black "C": When you opponent activates "Monster Reborn" and Special Summon your Synchro Monster to his field, if "Remove Brainwashing" is on the field, then the monster is still considered to have been Special Summoned to your opponent's field, even though it is now on your side of the field. Thus, you can activate the effect of "Shiny Black "C"" to destroy the Synchro Monster, even though it is on your side of the field.

• Stardust Dragon: If "Royal Oppression" is Chained to "Monster Reborn", then you can then Chain the effect of "Stardust Dragon". During the End Phase, you can Special Summon "Stardust Dragon" from the Graveyard.

• Solemn Judgment: See above; listed under "Black Horn of Heaven".

• Summon Limit: If you already Normal Summoned/Flip Summoned/Special Summoned two or more times during this turn and if "Summon Limit" is activated, then you cannot Summon again. If "Summon Limit" is chained to your "Monster Reborn" during a turn in which you already Normal Summoned/Flip Summoned/Special Summoned two or more times, then "Monster Reborn" will not Special Summon a monster.

• Thunder King Rai-Oh: See above; listed under "Black Horn of Heaven".

• Watt Cancel: This card can only be activated against Special Summons which do not start Chain Links, such as that of "Chaos Sorcerer" or Xyz Summons. You cannot activate it against Special Summons caused by card effects, such as "Monster Reborn".

• Berserk Dragon: "Berserk Dragon" cannot be Normal Summoned or Set, and cannot be Special Summoned EXCEPT by the effect of "A Deal with Dark Ruler". So "Berserk Dragon" cannot be Special Summoned with "Monster Reborn", etc., even if Special Summoned properly first.

• Blindly Loyal Goblin: If you Special Summon your opponent's "Blindly Loyal Goblin" with "Monster Reborn", and "Remove Brainwashing" is activated, control of "Blindly Loyal Goblin" does not return to your opponent.

• Bottomless Trap Hole: You can activate this card after a monster was Special Summoned by the effect of another card, such as "Monster Reborn".

• Bottomless Trap Hole: If the opponent activates "Monster Reborn" and then chains "Call of the Haunted" (so that 2 monsters are Summoned in the same chain), and then you activate "Bottomless Trap Hole" after that chain resolves only the monster Summoned by chain link 1 ("Monster Reborn") is removed from play.

• Card of Safe Return: If your opponent uses "Monster Reborn" to Special Summon a monster from your Graveyard, you get to draw a card.

• Contract with the Abyss: If you Ritual Summon a Ritual Monster using "Contract with the Abyss", it is considered properly Summoned, so you can use "Monster Reborn" on it afterwards.

• Dark Magic Curtain: When you activate “Dark Magic Curtain”, you cannot chain cards like “Call of the Haunted” or “Ultimate Offering” because you cannot Normal Summon or Special Summon during the same turn. Also, you cannot activate cards like “Premature Burial” or “Monster Reborn” after activating “Dark Magic Curtain”.

• Dark Magician of Chaos: You can Special Summon "Dark Magician of Chaos" with "Monster Reborn", and then return the "Monster Reborn" to your hand with "Dark Magician of Chaos"' effect.

• Dark Mimic LV3: If "Dark Mimic LV3" is Special Summoned by the effect of "Dark Mimic LV1", and is then sent to the Graveyard and revived with "Monster Reborn", you cannot draw 2 cards for "Dark Mimic LV3" because it was Special Summoned by the effect of "Monster Reborn", not by the effect of "Dark Mimic LV1".

• Dark Necrofear: You only remove the 3 Fiend-Type monsters in your Graveyard from play when you Special Summon "Dark Necrofear" from your hand. If you successfully Special Summon it using this method, and then wish to use "Monster Reborn" to Special Summon it from the Graveyard, you do not have to remove 3 more Fiend-Type monsters from the Graveyard.

• Dark Necrofear: If "Dark Necrofear" is destroyed, you can Special Summon it from your Graveyard with "Monster Reborn"...before your End Phase, and its effect will be reset.

• Dark Paladin: "Dark Paladin" cannot be Special Summoned, EXCEPT by Fusion Summon. So you cannot Special Summon "Dark Paladin" using "Monster Reborn", etc., even if he was properly Summoned before. ....

• Disappear: When a card that selects a card in the Graveyard as a target, such as "Monster Reborn"...is activated, you may chain "Disappear" to remove the targeted card from play, and the "Monster Reborn", etc., will resolve without effect. This is because these cards select their target at activation, not resolution.

• Exodia Necross: "Exodia Necross" cannot be Normal Summoned or Set, and cannot be Special Summoned EXCEPT by the effect of "Contract with Exodia". So "Exodia Necross" cannot be Special Summoned with "Monster Reborn", etc., even if Special Summoned properly first.

• Freed the Matchless General: You can Special Summon this card from the Graveyard with "Monster Reborn" because its effect that negates Spell Cards is not active while it is in the Graveyard.

• Fusion Gate: Fusion Monsters Special Summoned without "Polymerization" while "Fusion Gate" is on the field are still considered properly Summoned by a Fusion Summon. So they may be the target of "Monster Reborn" ....

• Gilasaurus: The effect of this card only activates when you elect to change its Normal Summon to a Special Summon. Not if it is Special Summoned by "Monster Reborn"....

• Gravekeeper's Chief: If you have "Gravekeeper's Chief" and "Necrovalley" on the field, you can use "Monster Reborn"...to revive monsters from your Graveyard. Also, if you have "Gravekeeper's Chief" on the field, your opponent can use "Monster Reborn" on monsters in your Graveyard.

• Guardian Tryce: If you Special Summon "Guardian Tryce", you don't get to activate his effect when he's destroyed, even if you Tribute Summoned him previously and are using "Monster Reborn" on him later.

• Guardian: You cannot use "Monster Reborn" on "Guardian Elma" if you do not have "Butterfly Dagger - Elma" on your side of the field.

• Horus the Black Flame Dragon LV8: Note that "Horus the Black Flame Dragon LV8" has the word "except" in its Summoning conditions, which means that even if Special Summoned properly, you cannot revive it with "Monster Reborn" afterwards if it is destroyed.

• Jowgen the Spiritualist: While this card is on the field neither player can activate..."Monster Reborn"....

• Kaiser Colosseum: Your opponent cannot use "Monster Reborn"...while "Kaiser Colosseum" prevents him from placing new monsters....

• Lava Golem: However, if Special Summoned correctly and then sent to the Graveyard, you can use "Monster Reborn" to Special Summon "Lava Golem" to your side of the field, but you (as the controller) will then take the 1000 damage during your Standby Phases.

• Lone Wolf: "Your opponent's monster effects" on "Lone Wolf" means "the effects of monsters that your opponent controls". So if your opponent uses "Monster Reborn" on your "Exiled Force", they still cannot Tribute "Exiled Force" to destroy your "Monk Fighter" targeted by "Lone Wolf".

• Mataza the Zapper: If you use "Monster Reborn" on " Mataza the Zapper" while "Remove Brainwashing" is active, control of "Mataza the Zapper" does not return to the original owner.

• Mazera DeVille: You cannot use "Monster Reborn", etc. on "Mazera DeVille" even if he is Special Summoned properly, because he "cannot be Special Summoned, EXCEPT by...".

• Metalsilver Armor: Your opponent cannot activate "Monster Reborn" and other cards that target while you have a monster equipped with "Metalsilver Armor"...

• Necrovalley: ..."Necrovalley" WILL negate the effect of: "Monster Reborn"...

• Remove Brainwashing: When "Remove Brainwashing" is activated, ... monsters revived with "Monster Reborn" return to their owner's side of the field, ....

• Remove Brainwashing: If "Monster Reborn" is activated and "Remove Brainwashing" is chained (or was already active on the field), the monster goes to the side of the field of the player who activated "Monster Reborn", then switches back to the original owner immediately afterwards.

• Remove Brainwashing: Control of "Blindly Loyal Goblin" cannot change even because of "Remove Brainwashing", so if "Blindly Loyal Goblin" is Summoned due to "Monster Reborn"...the original owner will not control "Blindly Loyal Goblin".

• Riryoku Field: This card cannot be used against "Monster Reborn" or "Premature Burial" since they do not target a monster on the field.

• Royal Oppression: There are basically 2 ways to Special Summon a monster. The first way is with a Spell Card like "Monster Reborn", .... The second way is built in to the monster, and Special Summons it without activating an effect, such as "Black Luster Soldier - Envoy of the Beginning" or "Dark Necrofear". "Royal Oppression" can negate both of these types of Special Summon. In the first case, you chain the activation of "Royal Oppression"'s effect to the activation of the Spell, Trap, or Monster Card's effect, and negate the effect. ....

• Royal Oppression: If "Royal Oppression" is face-up on the field, and "Monster Reborn" is activated to Special Summon "Jinzo", you can activate the effect of "Royal Oppression" in a chain to negate the Special Summon because "Jinzo" is not on the field until the chain resolves.

• Ryu Senshi: You can Special Summon this card from the Graveyard with "Monster Reborn" because its effect that negates Spell Cards is not active while it is in the Graveyard (but only if was properly Fusion Summoned originally).

• Scapegoat: If you activate "Monster Reborn" and your opponent chains "Imperial Order" you can chain "Scapegoat" and "Royal Decree" but only "Scapegoat" will resolve since "Scapegoat" will prevent any Special Summons, and therefore "Monster Reborn" cannot resolve.

• Serial Spell: If you activate "Monster Reborn", and chain "Serial Spell", discarding your entire hand, you can select and revive one of the monsters you discarded for the cost of "Serial Spell" to be the monster that "Serial Spell" Special Summons to the field. (For example, if you target "Dark Magician" with "Monster Reborn", then chain "Serial Spell" and discard "Buster Blader", you can use "Serial Spell" to Special Summon the "Buster Blader" you discarded to activate "Serial Spell".)

• Spell Counter: If you activate "Monster Reborn" ... to revive this monster, this monster does not get a Spell Counter for "Monster Reborn" (it has to be face-up on the field before the activation of the Spell Card).

• Soul Demolition: If you chain the effect of "Soul Demolition" to "Monster Reborn" and remove the monster targeted by "Monster Reborn" from play, the effect of "Monster Reborn" disappears.

• Spirit of the Pharaoh: ..."Spirit of the Pharaoh" cannot be Special Summoned with "Monster Reborn"...even if Special Summoned properly first.

• Super Robolady: A "Super Roboyarou" Special Summoned by this card's effect is not considered properly Summoned. So if it is destroyed, you cannot target it with "Monster Reborn".

• Super Roboyarou: A "Super Robolady" Special Summoned by this card's effect is not considered properly Summoned. So if it is destroyed, you cannot target it with "Monster Reborn".

• The Last Warrior from Another Planet: Neither player can activate ... "Monster Reborn", etc.

• Torrential Tribute: "Torrential Tribute" can be activated after a monster is Summoned through another card's effect, such as "Monster Reborn"...

• Trap Monster: When “Embodiment of Apophis” is sent to the Graveyard, it is sent as a Trap Card and remains treated as a Trap Card. You cannot revive it with “Monster Reborn” ...

Likewise, if you control 1 Dragon-Type monster on the field, and activate "Monster Reborn", and your opponent chains "Ring of Destruction" to destroy your only Dragon-Type monster, you are unable to Tribute a Dragon-Type monster when "Monster Reborn" resolves and its effect disappears.
