Simply put, you can NOT Xyz Summon instantly whenever you want. It's like any other summon. If the conditions are right you can do it, but you can't do it in reaction to a card effect, nor can you do it in the middle of the battle phase or during your opponent's turn. You can only Xyz Summon during your Main Phases 1 or 2, and only if you have the right materials. It's a bit like a Synchro Summon or Tribute Summon in that regard. You can't activate, for example, [[Tribute to The Doomed]] and then Tribute the target to get rid of it and bring out another monster, can you? The same is true for Xyz Summons. You can't just do it when you feel like it.
