"'''Dragon Ruler'''" (Japanese: {{Ruby|征|せい}}{{Ruby|竜|りゅう}} ''Seiryū'') is a [[series]] of [[Dragon]]-[[Type]] [[Effect Monster]]s consisting of two smaller groups: [[Level]] 7 monsters whose [[ATK]] and [[DEF]] always have a sum of 4600, and lower-Level monsters that act as miniatures of the Level 7 monsters.
 
The series is infamous for its historically high power level in the ''[[OCG]]'' and ''[[TCG]]'', with all of its members having been added to the Forbidden Lists of both ''OCG'' and ''TCG'' from 2013-2015, and not being removed from the list until years later.

Each ''Baby'' "low-Level Dragon Ruler" has one [[only once per turn]] effect: the player can discard them and 1 Dragon or 1 monster of their Attribute and Special Summon one their corresponding high-Level 7 "Dragon Ruler" of the same with their Attribute from the Deck, though that monster but it cannot attack that this turn.
The series proved to be far too synergistic and powerful. "Dragon Ruler" is also one of very few Decks--if not ''the'' only Deck--capable of countering "[[Last Turn]]". Even if your opponent selects a powerful Monster with its effect, you can banish monsters from your Graveyard to summon the "Adult Rulers" after the "special Battle Phase" occurs. From that point on, you can set up a play to turn the odds in your favor. You can banish one of the "Adult Rulers" to summon another one, use the banished card's effect to add a Dragon-type Tuner from your Deck to your hand, Normal Summon it, and use them to Synchro Summon a powerful Monster.
