I'm pretty sure it's him, rather than a character based on him. At the start of the manga, Kemo worked for Kaiba, while secretly spying for Pegasus. And back then he didn't have the pointy hair. it doesn't have to be called darkwing deck. that is not the point. the point is a blackwing deck deserves to be placed up. i dont' care which version of it is placed up.
