If you activated royal decree(flip from face-down to face-up) in response to your opponent's declaire attack, assuming your oppoent does not chain a "counter trap" you can chain mirror force, since mirror force resolve first it will not be negated by royal decree. If your opponent chain a counter trap to your activation of royal decree, that was activated during the declaire attack after those resolve, you cannot activated mirror force since it is no longer the declaire attack, in ocg it would already be the battle step, however in tcg, it would be the before the damage step, so card that I would mention below can be actavited,

Alot of people missuses "treating roar" the effect is your opponent cannot declaire an attack.
