"Hysteric Party":

"Harpie Queen" increases the usability of this card, since it is treated as "Harpie Lady" in the Graveyard.

You can discard a "Harpie" for this card's cost and Special Summon it with its effect if there is already another "Harpie" in the graveyard.

This card works wonderfully with Harpie's Pet Baby Dragon, as it allows you to immediately bring out three or more Harpies so as to make full use of Harpie's Pet Baby Dragon's effects; the only downside is that if Hysteric Party is destroyed or otherwise removed from the field, Harpie's Pet Baby Dragon suddenly becomes extremely vulnerable.

You can use the harpies to Tribute Summon higher level monsters and then bring them back very easily with this card.
