while banisher of light/radiance is on the field, do lightsworns keep their effects where u send cards to graveyard, and will celestia's effect still work?

"Celestia, Lightsworn Angel"s effect ("send the top 4 cards of your Deck to the Graveyard") is a cost. So you cannot use it if you cannot sent cards to the graveyard. The other lightswons's effect (During each of your End Phases, send the top ? cards of your Deck to the Graveyard) is not a cost so you sent the top cards to the removed from play zone instead.
