would Infinite Dismissal + Stygian Dirge work the same as King Tiger Wanghu + Burden of the Mighty?

Monsters summoned by your opponent will automatically have their levels reduced by one if Stygian Dirge is face up on the field. All level 3 or lower(after subtracting 1 level for the continuous effect of Stygian Dirge)monsters summoned will be destroyed at the end phase by the effect of Infinite Dismissal.--DarwinDawkins09 (talk • contribs) 17:47, September 22, 2010 (UTC)
