This deck is an OTK. OTK is defined as: "The first prerequisite of an OTK is that it must be capable of winning in one turn, meaning you can either deplete all of your opponent's Life Points (it's normally assumed to be 8000 exactly) or fulfill a victory condition in one turn" Drawing Exodia is a victory condition, and you are drawing every piece in one turn.
There are exactly 40 cards in the deck, so I don't see how that's "too many cards".
All FTK/OTKs rely on luck. There is no 100% success rate FTK/OTK. With a bad draw there's a chance that any FTK/OTK deck will fail. This deck will almost always OTK if you draw an Appropriate on your first turn. If not, you are less likely to OTK, but you still can.
