Okay, so my friend and I were battling and he set Fenghuang without tributing. Are you allowed to do this? He says that it says normal summon therefore he doesn't need to tribute because it does not say tribute summon. Is this legit? Help ASAP! Thanks! :D

- No, it's not allowed. Level 5 or higher monsters need to Tribute monsters to be put onto the field, unless specified otherwise. In this case, "Fenghuang" is a Level 6 monster, so your friend should have Tributed 1 monster.
