So my opponent has black whirlwind on the field and he normal summon a blackwing shura, then i activate book of moon on his blackwing shura, does he still get to search his deck for another blackwing?

No he does not.
 
Chain link 1: Black whirlwind attempts to read the blackwing monsters atk to let him search
 
Chain link 2: Book of moon flips him facedown
 
No other chains go through so the chains begin to start
 
Book first goes into effect and flips the monster facedown
 
Then Black Whirlwind attempts to read the monsters attack, but it's facedown now so it reads as 0 atk so he cannot search for a monster.
