:Correct. If you had "Soul Drain" active, and then your opponent discarded "Grapha" to the Graveyard, its effect could not activate. However, if your opponent discards "Grapha" to the Graveyard, THEN you Chain "Soul Drain", the effect of Grapha will still resolve, since the effect of "Grapha" already "activated".

:This is similar to when an opponent's monster declares an attack, and then you activate "[[Threatening Roar]]". While the Roar prevents your opponent's mosters from declaring attacks, it does NOT negate attacks. So the current attack will go through, since the attack was already declared.
