1st: If a monster that cannot be destroyed by battle is successfully attacked can [http://www.http://yugioh.wikia.com/wiki/Herald_of_Perfection Herald of Perfection] use his negating effect to destroy it, and if not why?

2nd: Assuming he cannot,if a monster successfully attacked [http://yugioh.wikia.com/wiki/Reptilianne_Naga Reptilianne Naga] could [http://www.http://yugioh.wikia.com/wiki/Herald_of_Perfection Herald of Perfection] use his effect to negate the reducing atk to 0 effect, and if so when?

-) Yes, you can negate the effect of [[Reptilianne Naga]] that activates at the end of the [[Battle Phase]] or the effect that activates during the [[End Phase]]. If say Spirit Reaper were face-down prior to the attack, would it still be treated as a Continuous Monster Effect and thus unchainable, or would it work similar to the activation of a Continuous Magic/Trap card.
