Dark Hole,Mirror Force, Lightning Vortex and Raigeki do not target because in their rulings, it says that the cards do not target.
Change of Heart targets, as does Penguin Soldier's effect, Negate Attack, and all Equip Spell Cards.
An effect that targets usually goes like, "Select [number] [target] on [player]'s side of the field [Effect]".
Example: "Select 1 Defense Position Monster on the field and destroy it." such as with Shield Crush.
