No, because it is not specifically stated either Rainbow Dragon or Rainbow Dark Dragon. It can be used to Contact Fuse monsters like Elemental Hero Flare Neos.
FYI, in the OCG, the Japanese text of Rainbow Neos state "1 "Elemental Hero" + 1 "Gem" monster".-- HHTurtle Talk 15:39, September 10, 2010 (UTC)
