My question is that if you have level up and Horus Lv4 through Lv8 can you activate lv4 and then play level up to get Lv8 or is that illegal?

"Level Up!" does exactly what it says. It Special Summons the monster written on the card, the next LV monster. Playing it on "Horus the Black Flame Dragon LV4" would let you summon LV 6, and playing it on LV 6 would summon 8. Djjomon (talk • contribs) 15:31, June 5, 2012 (UTC)
