The Dragon Rulers must be banned, not limited. Just being able to revive a strong beater each turn with no drawback, no conditions, no restrictions at all is still not okay. It's just bad design. BAN THEM! Otherwise, the banlist is okay. Finally hitting Fate (I hate Spellbooks 100 times more than rulers, so this is good news). Bringing back Mezuki is cool. TGU wasn't doing anything lately, so it's also okay. I'm not too happy about Kristya, but it's not such a big deal. And Storm remains banned. I expect a really slow format. I think this is perhaps one of the more interesting banlists. No one could be surprised about sixth sense getting banned. And even with the dragons limited, return from the different dimension is still ridiculously powerful.
I always believed that if BLS is at one, Chaos sorcerer should be at two, since who's going to use chaos sorcerer over BLS? And the unbanning of magician of faith is going to be very interesting... Just a little sad monster reborn didn't get unbanned though...
