When a card target's targets a monster, it has to specifically point it out. It means a player chooses which card they want to use the effect on. [[Raigeki]] and [[Dark Hole]] do not target, and arbitrarily blow up the field. [[Fissure]] doesn't target too, because either; rather, it destroys without automatically [[selectdestroy]] a s the [[face-up]] monsterwith the lowest [[ATK]]strength.
[[Change of Heart]] targets, as does [[Brain Control]], [[Enemy Controller]] and all [[Equip Spell Cards]].
