Banned:

Brain Control- The state of too many games/matches change on this one card, and too many duels are won for the small cost of 800 LP. This has to go.

Dark Armed Dragon- Only because I brought back BLS Envoy, otherwise, this doesn't get touched, but DAD and Envoy cannot be in the same format.

Limited:

Brionac- Should've been limited this list; dunno why they didn't follow suit with the OCG list here (Okay, maybe I do, and maybe it was just so Hidden Arsenal would sell a million times better if people salivated at the thought of using 3). Card sets up too many OTKs (especially in zombies).

Black Luster Soldier- Envoy of the Beginning- Yes, I know the card's strong. Thanks for pointing out the obvious. However, with further limitations I'll impose down further in the list, I think this card should come back. It's really iffy as it can remove a f/d monster, which is beyond cheap, but I'd be interested in this coming back to bring a rise out of the true old chaos decks (Recruiter Chaos, etc).

Black Whirlwind- Don't care how many people disagree with this, this must come down to 1. Blackwings have way too many weapons atm, and they are getting even more help in coming sets. Being able to completely keep your hand while maintaining field presence the way they is excessive to historic levels, at times, especially when 2 or 3 are on the field at the same time (and don't sit there and tell me that this never happens, because it does, and it does with quite often, and I KNOW you've seen it happen).

Burial from a different dimension- This will stop Vayu turbo somewhat and help slow down zombies (and maybe even force them to at least TRY using Shutendoji? XD) Chaos decks won't go berserk either, assuming BLSEB comes back.

Charge of the Light Brigade- Again, the second straight format I'm going to ask this: How in the WORLD can you limit and keep RotA at 1 and have this card which is SO much worse at 3? RotA searches for any level 4- warrior (aka Stratos 99% of the time). Yeah, ok.... Charge mills 3 for LS (even if you negate it's effect, so it helps LS decks regardless) and searches for any level 4- LS. If you're best argument against this card is that it's "deck specific", don't even bother commenting on this. LS happens to have a "deck specific" card by the name of Judgment Dragon, which happens to be one of the most (if not THE most) broken card in the meta atm.

Holy Light- I know this seems stupid, and I actually really feel kind of stupid about putting this on here, but honestly, wth was Konami thinking when they made this card? Banish Blackwings and every other predominantly Dark-monster-based deck to an eternity of losing while X-Sabers and Gladiators (and LS if they don't hit them) run the format ? o.O

Honest- Everyone knows this card is terribly broken, and everyone can get at least one right about now, so I don't think Konami will let this live at 3. Plus, LS can still survived without this at 3, and I'm sorry, but assuming BLSE comes back, unless you have some sort of a death wish and/or just want to be unprecedentedly cheap, this must go to one.

Judgment Dragon: JD effect is too broken, this card is too easily recycled, and one is enough for LS, especially while still having the underestimated Celestia the Broken Monarch. This might actually help make the duels involving LS more skill based rather than relying on luck and one card all the time >.> (For those of you, like myself, who have found that there are more ways to win with your LS deck than just spamming this 24/7 like most LS users, this does not apply to you. In all seriousness, too powerful to keep at 2.

Test Tiger: So Bestiari @ 2 doesn't make them "overpowered", as some would argue.

XX-Saber Faultroll (sp?)- The infinite loop with this card and Regigura makes this an easy limit.

Semi-Limit:

Black Rose Dragon: I appreciate why they put this at 1, but I'd like to see it at 2.

Blackwing Gale: With BW @ 2, I think Gale can come to 2, and it should help balance out a lot of the stuff I took away from BW. Plus, now that Dark Strike Fighter is temporarily out of commission, I don't this should be a problem.

Blackwing- Vayu: Blackwings have too good of a time throwing out royal oppression without a worry in the world with Shura being unaffected, and worst of all, THIS. Removing this and another BW isn't a cost for this effect, therefore, this must be hit to balance the meta out a bit. Destiny Draw: So RotA can go to 2, and to avoid an extreme D-hero engine with the introduction of Absolute Zero that would easily take a couple of decks over the top to complete dominance

Cyber Dragon: I know it's unlikely especially because of Zwei or whatever it's called that's coming out in Absolute Powerforce. Still, I'd like to see this back at 2.

Gladiator Beast Bestiari: Go back to 2 so Gladiators can compete with these guys some

Icarus Attack: Take away some destruction power from BW, but not TOO much.

Torrential Tribute: Punish over-extending and uncontrolled swarming.

Honorable Mentions:

Lumina- Lots of people want this to go down to 2. In my little list here, that would be too unfair to LS, espeically considering all that has been done to them here.
