TCG Rulings
- If the equipped monster is not in the Graveyard when the effect to inflict damage resolves, no damage is inflicted.[1]
- If the opponent controls your monster that is equipped with Cursed Bill and the monster is destroyed, your opponent will take the damage.[1]
