Monster Reincarnation is the new "watered down" version of the card Monster Reborn. One of Konami's new trends at this time is to make slightly less powerful versions of banned cards, and this is one such example. It does have a few advantages over Monster Reborn, though. It can be used to bring back monsters that cannot be Special Summoned from the Graveyard, such as Dark Ruler Ha Des and Spirit monsters. It can also be used to bring back Exodia the Forbidden One if it gets into the Graveyard as it cannot be returned to your hand by Backup Soldier since it is an Effect Monster.
With Monster Reincarnation, you can add back into your hand the monster discarded via the card's effect, although there is very little reason to do that. This works with Watapon since you can discard for the effect of Monster Reincarnation and add it back to your hand, allowing you to Special Summon to the field and tributing it for a Monarch or other 5 or 6 star monster. This would also work with Dark World monsters.
One downside to this card is that the card you get back has to be from your own Graveyard.
