The eyes in the background are the eyes of "Brionac, Dragon of the Ice Barrier".

The Effects of this card are similar to "Great Shogun Shien". Both Monsters can be Special Summoned from your hand with the right conditions and they also limit the number of Spell and Trap Cards your opponent can activate per Turn to 1.

This Spellcaster seems to be a counterpart in some way to "Dai-sojo of the Ice Barrier", seeing as her ATK is the same as his DEF, and vice-versa.
