It was first mention as "Special Summon Monsters" in the ''[[TCG]]'' official rulebook during the Summoning Monster Cards section, as some [[Effect Monster]]s that have a specific [[condition]]s that allow them to be [[Special Summon]]ed. It is any [[monster]] that has a rule or condition that prevents it from being [[Normal Summon]]ed '''and''' [[Normal Set]]. It often has a Summoning Condition that restricts how the monster must be Special Summoned. Therefore, most of these monsters are considered [[Nomi]] or [[Semi-Nomi]] monsters.
Monsters with the "Cannot be Normal Summoned/Set."{{ref|note}} line in their text are all considered Special Summon Monsters, as well as [[Fusion Monster|Fusion]], [[Ritual Monster|Ritual]], [[Synchro Monster|Synchro]], and [[Xyz Monster]]s.
